在中寮與有機柳丁相遇

前一陣子在辦公室收到一箱甜美多汁的有機柳丁，柳丁雖然其貌不揚，但是「溪底遙」三字聽來卻是詩情畫意，這名字讓我想到武俠小說中的「消遙派」，頓時炊煙裊裊、雞犬相聞，深山中的景象在腦海中浮現，只不過當中比畫的是神農劍法；隔了幾天，「穀東俱樂部」寄來一箱6包糙米，我望著箱子上日本風加上台灣羅馬字的「ko-tong club」logo，以及大大字的「自己種的米」，神遊在外，好像從中望見台灣鄉間的日式遺風，彷彿看到一群人肩扛鋤頭，用草莽的大嗓門，自信地說「ka-ti種e米啦！」
「有機」這些年來與流行劃上等號，似乎代表了健康、生態等進步的價值觀，甚至連速食也要參一腳（如有機漢堡）。眾多有機食品中，卻存在著如上述這些隱匿鄉間的俠客的帶動，才開出一點點除了商業邏輯以外的想像空間。

彷彿要巡訪武功高手般的興奮，雖然很久沒有日出而作了，但禮拜六早上6點天還沒亮，我還是打敗睡魔準備進發城內搭車，前往南投中寮的「溪底遙學習農園」參加「柳丁感謝祭」。
「溪底遙學習農園」是921地震後，結合文化工作者、在地人，為了給地方帶來更多活力而成立的，經過幾年的努力，在2005年完成了無農藥殘留的有機柳丁，並通過MOA的認證，開始在網路上行銷販售。一到溪底遙我才清楚一斤有機柳丁是35元，而慣行農法的一斤才5、6元，光聽這樣，想必大家一定覺得有賺頭，然而不施用化肥及農藥，所付出的工時必然加倍，充其量只是比慣行農法耕作的農人多一份「尊嚴」，不被中盤商喊價的尊嚴。
感謝祭晚會時，農友廖學堂回憶幼時，販仔來家裡收柳丁，雙方來回討價還價的情形，「4摳好無？」「無啦！6摳」「5摳啦！」「無ai煞，阮來ka別人買」「好啦，好啦，5摳 tioh 5摳」。我不禁覺得溪底遙這群農民實在幸運，有下鄉的年輕人幫他們運用網路來行銷，另一方面卻擔心起其他一般農民，若要投入有機種植，恐怕最大的問題仍是產銷通路是否獨立的問題，不然即使有機農產品的單價比較高，但經過盤商的剝削後，恐怕所剩還是不多。
35元的獲利並非暴利，可以說有機種植只是贏回了待價而沽的尊嚴。對於這新興市場，大財團怎會放過？統一、永豐餘已經投入這個新興市場，據傳聞連台塑這個石化王國也將加入戰場。若有機農產品只有單純的商品，人們要吃柳丁、蔬菜或米，為什麼一定要跟溪底遙這樣的農民購買呢？如果只把有機看成是健康食品，在資本主義運作邏輯下，很可能演變成有錢人才得以消費的奢侈品，而一般農民也將難以與財團競爭，有機農業仍無法達到與農共生的平等消費關係。我曾在香港拜訪採用「累進價格」的農園，所得高者跟所得低者購買的單價不同，不論貧富都能享用到健康的食物，且也能反映有機施作的成本，得以保障農民，但類似的制度推不推的成功，還有賴大家怎麼看待有機食物這件事，只是為了自身的健康，還是也關照守護大地的農民？小農的有機種植是否應該加強農村與都市、生產者和消費者之間的連結，產生形同會員的支持者，才能產生翻轉價值的有機運動？
據說有機農業其精神來自於一個德文單字「Lebensreform」，可簡約譯為「生命改革」，那是德國從1920年來對於現代化、工業化提出的哲學反思，思索著個人對世界的責任，適切這個世界的共同生活的方式。由這個哲學精神出發，應用在教育、醫學、農業，從而衍伸出華德福幼稚園、森林小學、自然療法、有機農業，後來也影響動保、環保、勞工、女性及和平主義運動。相對於工業化的有機農業，意思就是不用農藥、化肥，不實行大面積生產，本地生產、本地消費。然而台灣現在有許多從外國進口來的有機食品，當然爭辯這些已經無意義，因為在經濟遊戲規則沒有改變之前，無論是慣行農法或有機農法，面對的還是全球化的市場競爭（包括國內和國外的財團），那麼國內的有機小農的利基在哪？
講來講去就是「品牌」（信任感），像溪底遙的學習農園經歷災後重建、福盛圳的挖通已經凝聚成某種程度的社區力量，而成為一個品牌；宜蘭的「穀東俱樂部」，重新拉起生產者和消費者之間的連結，以「信任感」、「參與感」形成一種品牌，然而令人擔心的有機小農，在企業投入後，很可能連通路也被截斷，或者因大財團有機蔬果的競爭而削價競爭，到時還是無法幫助那些第一線保護大地的有機農民，亦即在舊有的經濟制度下，單一的小農還是弱勢，因此有機農業能否追索更多原初意義，強化其商品意義以外的價值，比如展開為生產者和消費者之間的連結，進而拉起一支旗幟，形成人民組織（網絡），才有可能走出農業的出路。
有機農業可以是災民的出路，可以是社造為凝聚人民共識的方法，也可以是大財團漂綠的工具，但若是少了那麼一點對原初精神的追索，對土地與人之間的著墨，對本土精神的發揚，甚至是都市和鄉村之間的友善連結，（不只是消費與被消費之間的關係），而當有機只是一個商品時，那些嚴肅的意義不再，溪底遙柳丁、國內財團或是外國進口的有機蔬果之間的差別何在？「消費」可以改變世界，但我們究竟是要保護誰？是為了健康也好為了生態也好，誰是我們有機生活一環中，食物的最佳選擇？
