樂生與捷運共構的問題：五個方案之比較

我在這篇文章裡，企圖回歸到捷運軌道的設計專業，來討論新莊捷運線與樂生保存之間的共存問題，我先不預設任何文化資產保存上「拆」與「不拆」的立場來討論這件事，而是詳實紀錄我朋友所知道的捷運軌道設計原則，在這塊基地上所遭遇到的困難，以提供給各位關心樂生保存的朋友，在判斷「拆」與「不拆」的問題上，另一種設計專業上的考量。

我在這篇文章裡，企圖回歸到捷運軌道的設計專業，來討論新莊捷運線與樂生保存之間的共存問題，我先不預設任何文化資產保存上「拆」與「不拆」的立場來討論這件事，而是詳實紀錄我朋友所知道的捷運軌道設計原則，在這塊基地上所遭遇到的困難，以提供給各位關心樂生保存的朋友，在判斷「拆」與「不拆」的問題上，另一種設計專業上的考量。
首先，新莊市如同大多數臺北市的衛星都市一樣，已經過度地開發，想在捷運新莊線上找到一塊夠大的基地當做維修場與駐車場，實在很不容易，這也就是當初捷運局挑上樂生療養院的原因之一，因為樂生療養院就在新莊線上，而且基地面積夠大，能夠容納所有的機房。

目前的捷運工程已經完成初步的整地，樂生療養院有一半的院區(包括醫療職員宿舍、台南舍、五雲舍等)已在2002年遭到拆除，也就是說，該開挖的部份已經先挖了，捷運機場勢必在樂生院區旁繼續開挖，一切都已經無法轉圜，差別只在還要再開挖多少面積的土地。
根據破報與喻肇青教授的專訪，目前有五個方案，討論未來捷運機場還要再開挖多少樂生院區，我簡單稱作A、B、C、D、E五案。
(A案)
A案是捷運公司最原始的提案，樂生院區幾乎全部拆除，漢生病友必須遷居到迴龍醫院大樓，全區僅保留澤生舍與盲人舍，留給不願意搬遷的病友繼續居住。
B案則是台大城鄉所劉可強教授的提案。劉教授希望興建一做橫跨平台，讓捷運軌道從樂生下方穿過，或是將捷運維修廠向南方挪移27公尺，以保留院區90%。
C案為台北捷運局的提案，該案與A案極為相似，只省去一條維修廠的軌道，以保留41%院區。此方案有台北縣政府的背書。
D案為第二次民間提案，由中原大學建築系教授喻肇青與數名學者，共同發起「樂生全區原地保留民間專業評估行動」所完成的規畫，並獲得行政院文建會的資金協助，以及英國欣陸公司的專業背書，證明其技術上是可行的。
E案則是喻肇青教授在飛碟電台接受專訪時所提到的方案，雖然D案與E案都是喻教授的提案，不過提案內容並不一樣，為了區別，我把兩案分開處理。

我想先討論C案， 跟據C案圖一顯示，可以將基地分成四個方塊。綠色為41%保留院區，紅色為捷運維修場與進場軌道，藍色為駐車場與進場軌道，黃色為迴龍醫院。

基本上，捷運局C案是將A案省去一條進場軌道，以騰出部分面積，保留給樂生療養院。這一方案會拆除日治時期所興建的王字型醫療建築，對於歷史性建築的保存而言，是很大的傷害。

由C案圖二可以看得出來紅綠兩個色塊相互交疊，這就是樂生保存的關鍵地帶，綠色是樂生院區，紅色是維修場與扇形進場軌道，兩個色塊有部份重疊，如果紅色面積大，綠色的面積就變小，反之亦然。我後面會提到的B、D、E三案，都是企圖縮小紅色區塊，以保留更多的綠色區塊給樂生。
請注意，擋土牆也會佔去不少空間。

對於C案有了一些概念之後，我們接著討論B案劉可強老師的提案。劉教授提出兩個想法。第一個想法是將整個扇形軌道向南方遷移27公尺，就可以減少綠色與紅色區塊重疊的部份，保住樂生。
不過，這個想法在實踐上有困難，因為捷運局已經先完成了駐車場、進場軌道、新莊迴龍站等工程，如果維修廠要南移27公尺，駐車場、迴龍車站也要一起南移，等於是要把已完成的工程全部打掉重做。

第二個想法是先搬走部份樂生院區，開挖整片山坡地，讓扇形進場軌道順利舖設，完工之後，在軌道上方架設一塊橫跨平台，類似像屋頂一樣，把搬移後的樂生再搬到這塊平台上，恢復樂生舊貌，包括花草樹木。
簡單的說，就像是火車進山洞一樣，樂生在上方，軌道在下方，不同的地方在於，先把樂生搬走，舖完軌道，再把樂生搬回來。
在技術上，橫跨平台的跨距太大，平台下方都是密密麻麻的扇形軌道，沒有辦法蓋柱子。此外，橫跨平台還要承受建築物與花草樹木的重量，重量很重，所以必須重新整地，以確保土地能夠承受這樣的重量，基地必須改用筏式基礎，但是已經完成的工程都是用樁基礎，不夠力，所以必須打掉重做，工期延長的時間比劉教授的預估多很多，而且施工非常困難。

根據破報，D案考量到民國一百年之後，很多條捷運線已經陸續通車，如果把維修廠(紅色區塊)分散到與其他路線一起共用，就可以省去一大片面積，留下90%樂生院區。
D案有一項最大的缺點，那就捷運維修廠不能共用，因為目前最靠近新莊線的捷運線是桃園機場線，維修廠設在青浦及蘆竹(註一)，負責興建的單位是高鐵局，而非台北市捷運局，兩個承攬的單位並不一樣，整合有其困難度。此外，新莊線預計採購車廂與桃園機場線並不一樣，機電設施也不一樣，也因此無法共用同一個維修廠。
(註一)：維修廠因為調度的關係，必須離捷運線越近越好，目前離新莊線最近的維修廠是桃園機場線的蘆竹與青浦。蘆竹廠最靠近新莊線，但它只是三級廠，負責簡單的維修，青浦則是四到五級廠。級數越大負責維修的項目就越多。

E案來自喻肇青教授的專訪，他計畫將維修廠向基地的右方挪移，以減少軌道與樂生院區的交疊之處，並把機電設施移到它處。此外，E案也將進場軌道略向南方偏移。還有一點，根據捷運局的原始規劃，扇形軌道很早就分岔，所以面積很大，如果讓軌道晚一點分岔，面積減小，就可以留出更多的空地。
上圖的紅線區塊為C案的維修廠與進場軌道，藍色區塊則為向右挪移之後的新維修廠。因為機電建設施移到它處，所以維修廠看起來比較小，此外，因為軌道分岔得比較晚，從二十五公尺縮減到五公尺，所以扇形的弧度會變大。

E案缺點就是扇形的弧度過大，不符合目前台北市捷運局的設計規範，而且因為太彎，有可能造成翻車。不過，喻肇青教授在專訪中特別表示，因為進場維修的車廂，一般都是慢速前進，而且是空車，所以不至於會出現翻車的情形，Jim也在黑米提出同樣的看法。此外，高雄捷運採用的也是喻肇青教授所提到的標準，國際上也有實際的案例，沒有理由台北市捷運無法比照辦理。

劉可強教授強調，進場軌道由二十五公尺縮減為五公尺，國際上已有實際的案例，高雄捷運也採行同樣的標準，但是這個方案依然不被台北市捷運局接受。可能的原因是台北市捷運一但接受這個軌道標準，等於是間接承認過去捷運局採行的標準是錯的，這點捷運局礙難接受。
此外，為了改變軌道舖設，有部分已經完工的建築物必須拆除重建，這對捷運局的工程師而言，實行困難度高，因為拆除重建牽扯到施工責任歸屬的問題，畢竟捷運工程包商為數眾多，牽一髮動全身，之間的協調困難度很高，提到工程責任歸屬問題更是難上加難了。此外，工程師都很怕麻煩，最希望工程完工後就不要再有任何變更，就是這種怕麻煩的心態，只想早早完工，不再有變卦，而把90%保存方案視為是社運人士在找麻煩。
(我猜測另外一種可能是維修廠已經發包，承包商確定，合約也簽了，一但變更計畫，等於是要重新發包或變更合約，這也是多餘的麻煩。)
不過，E案的好處是可以保留樂生王字型的醫療建築，這是全院區最有歷史價值的建築，而且樂生院區也能更完整，不會只剩合院住宅。此外，劉可強教授也強調，E案並不會造成工期延宕，一定可以如期完工，需要做的事情只是調整施工順序等問題而已，即使維修廠尚未完成，其他工程一樣可以照原計畫施工，不會拖累。
因為政府不願意面對90%的解決方案，壟斷資訊，媒體也不做深入報導，只在乎拍攝衝突畫面，使得各位熱心的朋友，必須學習閱讀工程設計圖，以擬定因應對策。政府因為他的錯誤政策，督促人民必須學習更多專業，以玆對抗，這是人民的幸、還是不幸?

根據上述的五案比較，A案已經被放棄，劉可強教授的B案已經被D或E案取代，因為B案的工程技術難度高，很多已經完工的結構體必須打掉重做，而且工程延期超過預期甚多。
C案是行政院強行推動的方案，優點是維修廠的進場軌道寬闊、順暢，缺點是必須拆除59%的樂生院區，包括最重要的王字型醫療建築，以讓出土地給扇形進場軌道。
D案有一個致命的問題，那就是不同的捷運由不同的單位負責施工，車廂不一樣，機電設施也不一樣，所以不可能共用同一個維修廠。
E案則有進場軌道弧度過大的危險，有可能造成車廂翻車，不過喻肇青教授反駁這項說法，他認為沒有翻車的問題，高雄捷運也是採用相同的標準，而且英國欣陸公司也替這個方案背書。
最後，我由衷地希望藉由此篇文章，能夠在捷運軌道設計的專業上，釐清A、B、C、D、E五個方案的優缺點，並省去過於繁複的工程術語，提供給守護樂生的朋友們參考，以作為論述上的武器。
我再次說明，上述的五個方案，是我與我朋友藉由破報與喻教授專訪(最後附加了HOW專訪劉可強的POTCAST)所整理出來的，我手邊並沒有正式的報告書，或許我的文字會與報告書會有一點出入，有問題的話請以正式報告書為主。如果各位讀過報告書，發現我的說法有誤，歡迎指正。
到目前為止，整體的情勢對樂生極為不利，尤其是在行政院蠻橫退回文建會的提案之後，捷運局單方面隱匿替代方案，媒體也不對各個方案做更進一步的報導，以至於焦點全都集中在樂生與新莊市民、乃至於大台北市民之間的對立上，嚴重地誤導了樂生保存的討論方向。
不過，我依然堅信，即使在最悲觀的處境之下，人民仍有樂觀的權力。
